Dispute comes from a photo of a tram that runs between Jerusalem and Tel Aviv on Jerusalem Holocaust Memorial Day. The Guardian newspaper claimed “mistakenly” described Jerusalem as the capital of Israel.

Human rights watchdog HonestReporting referred the case to the Press Complaints Commission for their ruling, saying Jerusalem is the capital of the Jewish state.

On Sunday, May 20, HonestReporting received an official answer: a lot of countries do not recognize Jerusalem as Israel's capital, regarding this, their embassies located in Tel Aviv and Commission recognizes the right of newspaper to call this city the capital.
